Banlist Sets Moves Roles

The following rules, that govern the RBY Overused tier, have been established by Smogon.

Clauses

Species Clause : each Pokémon in the team must have a unique Pokedex number. Thus, playing the same Pokémon twice is forbidden.
Sleep Clause : it is impossible to put more than one opposing Pokémon to sleep at a time (Pokémon that used Rest do not count).
Freeze Clause : it is impossible to freeze more than one Pokémon at a time.
Evasion Clause : moves that boost evasion (Double Team and Minimize) are forbidden.
OHKO Clause : Fissure, Guillotine, Horn Drill and Sheer Cold are forbidden.
Endless Battle Clause : if players find themselves in an infinite battle situation (like two Ditto in front of each other that can only use Transform or two Gengar that have to use Struggle against each other etc.), the match ends on a tie.
Invulnerability Clause : a Pokémon cannot have Fly or Dig in its moveset. This is due to a glitch that causes a paralysed Pokémon that would be fully paralysed during the second turn of one of those attacks would be blocked in this semi-invulnerability state until its next use of Fly or Dig or switches out.
